时隔十年公积金改革写入政府工作报告 10万亿存量迎盘活契机

161)\"\u003e\u003cstrong\u003e公积金的根本属性是强制性住房储蓄，直接关联住房需求。调整公积金政策，具有信号明确、传导路径短的特点。同时，公积金覆盖范围大，作用于供需两端，可以进行多维度、精细化调整。\u003c/strong\u003e\u003c/span\u003e\u003c/p\u003e\u003cp\u003e\u003cspan 161)\"\u003e\u003cstrong\u003e这些特点都决定了，公积金容易成为调控工具的首选。\u003c/strong\u003e\u003c/span\u003e\u003c/p\u003e\u003cp\u003e根据中指研究院的统计，2025年全国各地共出台房地产政策超630条，其中围绕公积金贷款政策优化出台政策约280条，频次为各类政策最高。今年以来，一些重点城市也在优化公积金政策。\u003c/p\u003e\u003cp\u003e在具体措施上，以提高公积金贷款额度、调整公积金贷款套数认定、优化“\u003c!--VERTICAL_CARD_BEGIN_1--\u003e商转公\u003c!--VERTICAL_CARD_END_1--\u003e”、扩宽提取公积金使用范围（如支付首付、物业费、装修款、税款等）等为主要优化方向。\u003c/p\u003e\u003ch4\u003e多个方向有待破局\u003c/h4\u003e\u003cp\u003e公积金制度改革上一次被写入政府工作报告，还是在2015年。当年的政府工作报告提出，继续推进科技、教育、文化、医药卫生、养老保险、事业单位、住房公积金等领域改革。\u003c/p\u003e\u003cp\u003e一位房地产政策分析人士指出，当时提出这一制度改革，主要是基于 “稳定住房消费” 的考虑。旨在通过制度改革，让公积金更好地发挥支持首次置业和改善性购房需求的作用。\u003c/p\u003e\u003cp\u003e相比之下，\u003cspan data-mce-style=\"color: rgb(35, 111, 161);\" style=\"color: rgb(35, 111,
